Operational Readiness Review/Readiness Assessment Services

Dynamic Solutions, LLC provides unique services in the preparation of the established requirements set forth by the Department of Energy (DOE) for startup of new nuclear facilities and for the restart of existing nuclear facilities that have been shut down. Nuclear facilities are activities or operations that involve radioactive and/or fissionable materials in such form or quantity that a nuclear hazard potentially exists to the employees or the general public. The DOE Order 425.1C specify a readiness review process that demonstrate that it is safe to start (or restart) the applicable facility. The facility must be started (or restarted) only after documented independent reviews of readiness have been conducted and the approvals specified in this Order have been received.

Dynamic Solutions offers extensive working knowledge of the DOE Order 425.1C & the Standard 3006-2000 of Operational Readiness Reviews (ORR) and Readiness Assessments (RA). Our expertise is in providing line-management support in the preparation, planning, and execution of projects to integrate operational readiness in the early stages thereby successfully completing ORR/RA. The readiness reviews are not intended to be tools of line management to achieve readiness, but rather, to provide an independent confirmation of readiness to start or restart operations. Dynamic Solutions provides guidance of operational preparation planning to guarantee readiness prior to the ORR/RA process. For complex projects, Dynamic Solutions provides a detailed, resource-loaded schedule of project activities to be completed for the management self-assessment, cross-referenced with project prerequisites and criteria for operational readiness. Dynamic Solutions routinely manages the progress of the various disciplines objectives to determine critical path items.

Dynamic Solutions has eight years experience assisting the DOE subcontractors prepare for ORR/RAs, including preparing Plan of Action documents, Implementation Plans, and Safety Basis Flowdown/Implementation Matrices. Dynamic Solutions key personnel possess a minimum education of a bachelor of science in engineering and are proficient in Microsoft Word, Projects, Excel, PowerPoint, and AutoCAD. In addition, Dynamic Solutions has developed custom software applications that enable quick turn around of process animations for use in training and project orientation.

Our technical background, understanding of the DOE Orders, proficiency in computer usage, and familiarity of subcontractor flowdown requirements can quickly expedient project deliverables to meet operational startup of activities. The principle owner, Julie Wallen, is a qualified Team Leader for ORR/RA. Her Qualification Summary is presented below:

Summary of Technical Qualifications:

  • Bachelor of Science Degree in Mechanical Engineering
  • Eight years experience of operational readiness evaluations for the start-up and restart of nuclear facilities/activities at the Oak Ridge Reservation.
  • Five years experience in conceptual design, systems requirements, and technical reviews of detail designs of construction projects (piping and instrumentation diagrams, and construction drawings & specifications).
  • Experienced with the development of procedural documentation, project planning documents, mechanical integrity programs, and preventive maintenance programs.

Summary of Assessment/ORR/RA/Inspection Qualifications:

  • Eight years experience participating/assisting contractor ORR/RA’s
  • Attended 2-day DOE Readiness Preparation Workshops, May 2003 & May 2004
  • Support to six ORRs in the DOE Oak Ridge Facility

    2. Transuranic/Alpha Low-Level Waste Treatment Project Waste Processing Facility – ORR

As part of this service, Dynamic Solutions provides the following specific support services:

Readiness Preparation Support
Clearly define the scope of the activity and review, determine the review type, prepare the startup notification report, prepare the plan of action with stated criterion and review areas justifiably excluded from review, and prepare comment resolutions. Develop and maintain Readiness Preparation Plan & Schedule by integration of project planning for readiness compliant with DOE O 425.1C (providing resource-loaded schedules of project activities linked with prerequisites and criterion of readiness). Determine critical path actions; develop project documents; provide process animation utilizing DSLLC’s proprietary software and other presentation material; compile acceptable readiness evidence; and mentor/coach in the readiness process. Document line management’s self-assessment, coordinate meetings, and prepare corrective action plans to pre- and post-start findings.

ORR/RA Coordination Support
Prepare implementation plan with criterion acceptance documentation forms. Assist with the assessment process, identify team members’ responsibilities, provide writing guidance, assist with team member’s qualification forms, prepare biographical summaries, prepare meeting notes, coordinate the needs of the team to conduct the assessment, assist the team members with assessment focus, and prepare final report.

Technical Support
Prepare facility layout and/or process flow drawings defining the physical scope of the assessment and components within the scope of the review. Prepare presentation material. Prepare project startup work plan, safety basis flowdown requirements and implementation, training plans and material, systems descriptions for configuration control, project plans and procedures. Provide review comments to project material and documents.
